Promoting the background layer
To have the Background layer to function like other layers, you can promote it to a regular raster layer. Raster layers support transparency and can be moved anywhere within the stacking order. For more information about the background layer, see

To promote the background layer to a regular raster layer
Edit workspace
• Choose Layers Promote Background Layer.
You can also right-click on the layer and choose Promote Background Layer.
